That's absolutely correct behaviour, it looks like created organisation has Administrator membership level, and this level has "switch to any profile" action enabled. So as soon as user switches to this Org profile this user can administer the site including ability to switch to any profile. I think it would be better in your case to assign Standard membership (or some other non admin level) to your Org profile.
