I see Add New... then there is Discussion Post Update Album... is that what you mean.. 

However, if you mean the separate Add Content block then you have to go to Studio>Pages> in System set choose Homepage and then Add or activate one of the Create Post (Public) or Create Post (Context) which are found in the Systems list.
