Very important issues are here -
Login with username or login with mobile is very necessary (Without two factor).
Without email user should have permission to register with their mobile number.
Users should have permission to change their mobile number.

  For a while, it should be already possible to login with phone, and you can add the following page to allow users to change their phone - /page/confirm-phone
