1) We made that in "simple" mode admin may de-activate blocks or the quick restoration in the cases of the wrong actions. Deactivation removed the block from page completely. If you want to delete it at all we have Developer app as you right noticed.

2) You may use ant mentioned ways above: se the parameter "Limit number of profiles (0 - no limit) " in Studio->Settings->Account area to 1.
