You may drop all actions from all levels except the admin and paid permissions and create the block with the HTML disclaimer about paid advantages containing the link to the acl-view page on the Dashboard pages. It's the easiest way with minimum changes.

Now I understand.
And in terms of the html block, do you mean to do, for example, as on Una.io at the top of the Price menu or is it some kind of block that is placed at the step during registration?

I guess the block in the Dashboard or profile will be fine. Just make it visible only for "free" levels.
