Yes, you may use 2 potential ways for that:
1) via the Help Tours app: Just add the info about the Cookies using.
2) via the Designer app. Use the Injections area to insert the wished HTML, CSS and Javascript code for that.

Personally, I don't use any, but a CMS must use them, I imagine? And it seems to me that it's obligatory to put them on a website.??
