Users in different languages can enter cities, states and other address details in a bit different form or in different languages. The only solutions as I think would be to allow to select states/provinces and cities from the predefined list only, but there is no such possibility in UNA for now.
As for me - the main problem is that in UNA there no check in Nominatim integration for cities... Why - I think that it was difficult to load all cities of the world....
