Join confirmation is regulated only by the creator of group, it's only his business. But you may enter Studio->Forms->Groups->Add group area and edit field "Join confirmation". In the appeared popup you need to turn off "Enabled by default" parameter and save it. Then disable this field. In this case UNA will consider that this parameter is disabled by default.
