Cover and Profile Photo issue

Uploading a new cover duplicates it in the profile photo. Deleting or changing the cover photo also deletes the profile photo. When changing the profile photo it will show the cover photo confusing people who will delete the cover photo. Also trying to change the profile picture brings up the whole edit profile page field.
