How can I restore the "COG" Wheel Edit button?

Can anyone assist me in recovering the lost "COG" Wheel button, which links to the critical EDIT functions?

      I have a feeling it is one of the “More…” menu items for the module which needs to be activated.

      • I have a "clean install" as a reference. The following menu item displays the "COG" Wheel. It is missing from my "working" system's menu, but I cannot add a "New Menu". Wondering if it is the same problem we had with creating pages > which turned out to be a BUG?

        • Success! "COG" Wheel now shows.

          I had to create the Menu Settings in the Database "sys_objects_menu".
