How to assign approval privileges of posts to certain members?

I don't want all posts (in the posts module) to be published before reviewed and approval. I adjusted that in the module setting, but it seems that only administrators get notifications, but I want other member's level (other than administrators or moderators) to get notification and has the ability to approve, or if certain levels don't need to be approved for their posts.
