Labels and Skills

If I turn on the Skills field in Persons (both view and edit), I can add skills. That much is working. But, the labels in the info section become raw untranslated labels if that makes sense. Someone else posted about this and said to toggle the Russian language pack. I'm realizing this only fixes it sometimes. To reproduce:

  1. Turn on skills field
  2. Add skills to your profile
  3. View your profile and witness the issue
