How are the menus created in pages that are located under the cover image: Example: Top Latest Manage

Studio > Navigation App > Items > Select the desired module > then that module's Submenu.
You can add a new item in that Submenu using the Add 'New Item' button. You will have to create a page where that submenu item will point to.

no submenu listing for custom pages, just mods and system. Any suggestions?
