I fixed it. Quick tip for anyone using localhost as their db connection ip. If your facing this issue and can confirm Cronjobs are running. Change localhost to 127.0.0.1 or your public ip(insecure) (fixed it for me)

Thanks for the help with Cron btw. Turns out my crontab didn't have the cron job so I added back the install folder, installed a separate version to get the cron I needed to add. From there added it and restored my install
