You may sort the levels directly in Studio->Permissions app. Just drag and drop the blue icon highlighted in the attached pic and move the necessary item to the proper place.

  that does not change the order in the Update Membership List. Where you can purchase an upgrade membership in paid levels. I looked in the forms mod in dev and have not found it yet.
