I moved the "Delete Profile" button on members profile page so they can easily find it (see snippet delete profile button) but that only deletes ones profile and not their account also (see snippet delete account).

The delete account snippet is what's left after I deleted profile using the delete profile button.

 How can I change that to "Delete with Content"?

 I do see the option to delete with content under the more button but that has admin access.
