On my site when I go to accounts, I have a gear icon at the right that is for different options for the accounts. On this new install; and we reinstalled the site, there is no gear icon.

  Try to create then a new operator according to this manual https://github.com/unaio/una/wiki/FAQ#5-how-to-manually-create-an-operator- and check "the gear problem" again.
