The internet was not put in place to distribute information to the general public it was put there to control the flow of information, the first thing that happens in war is an attack on the information infrastructure, or in Iran's and some other countries cases, the government restricts it and or only pushes its message. I think the big hurdle for Jack's plan is most everyone uses AWS, GCP, Azure, and the rest so for it to work he would have to provide all cloud services I think.
