I don't quite understand this part of the sentence: "You may drop all actions from the admin and paid permissions levels".
Explain @LeonidS , what do you mean and how will it be recorded in the service that a member has acquired a paid membership if he is not authorized and not registered?

Now I understand.
And in terms of the html block, do you mean to do, for example, as on Una.io at the top of the Price menu or is it some kind of block that is placed at the step during registration?

I guess the block in the Dashboard or profile will be fine. Just make it visible only for "free" levels.
