Comment to Site not working error

Well, the above issue resolved in the past after I restarted Apache2, but now it kept happening again, and more frequently. It reolved after I restart Apache2, however, within 15-20. min it occurs again. Error log file attached, Any help please?

I don't like the warning about missing CSS files, you need ot check it. Also, this error:
