Taking a "Cover off a Page" also takes away options

So I want to basically remove the "Covers" from pretty much all my pages.

The problem with this is: if I remove it from "Conversations" or anything other page that has "edit", "delete conversation", "mark as read", etc... Then it also takes those options with it...

Those options need to be moved off of the "cover" and into their own separate containers.

If I decide to turn off the "Cover" for "Conversations" (or in this case I renamed it to "inbox") it takes the options to; edit, delete, or mark as unread, away...

I then can't edit, delete or mark unread anything...

This also happens on the other pages where you have the post options attached to the "cover"...

I think all the options seen in the "cover" should be separated...
