For me, it appears in Notifications of Group Admin. However to receive that  the Event starter have to :

•  Join Event
•  Add oneself to Admins

Which both are very annoying and unclear feature, because:

•  Event starter in 99% of cases IS participator and want to Join it
•  in no less cases Event starter want to manage it, means to be an Admin from first place.
