So I figured out almostly what I wanted as a solution to this problem by the way of 'Developer' that is available in the app market for free. Inside this app i chose 'sets' and then in the search box wrote 'toolbar' and up popped up the toolbar settings, i clicked on the main menu and altered the 'visible for' and set it so only logged in people can see it. and I went through the various bits on the header/toolbar that I wanted to disable the function for various levels. I can also do the same for footer. 

This is a good little tool, now i can make a menu item say just for suspended people that gives them direction on what to do next and things like that.  I will have a play with it and see what else i can do to accidentally break my site from time to time.

I would have liked something similar to hide the header completely but i am unable to find this, perhaps something for boonex to look into lol. I hope this helps if anyone else wants to do something similar.
