First of all, you need to be sure that all videos in your site will have a time more than 19 seconds. Then you need to add the additional parameter -ss 20 which means to make thumb from 20 seconds. According this thread https://una.io/page/view-discussion?id=1627 it'd better do via an editing the records in `sys_transcoder_filters` table.
