Ok, so if I understand correctly, you want to add custom (no system) menus on a custom page.
1. Go to "navigation" -> Custom -> Add Sample Menu: New Menu (img 1 and 1a)
2. Add New Item, example: New Menu 1, New Menu 2 (img 2 and 3)
3. Go to "Page" -> Custom-> Your Page and Add Block (img 4 and 5)
4 Result (img Result)

  I do not know, the closest thing that I managed to get is taking blosk layout "content + Background + Padding" but my menus are not centered and do not have the right font size. In fact they have the style of the links, not the styles of the links menu. LeonidS is it possible to do that?
