Hello Baloo

I tried to reproduce the issue using admin (and operator) account:

1. Added public photo.
2. It can be seen by non-member in Profile Feed and My Photos block of admin profile.
3. Change visibility by admin to 'Friends'.
4. The photo disappeared from Feed and changed to 

                              Private
Access denied. This is private content.

in My Photos block for non-member.
