Those are considered Cover Photos for each page. Unfortunately, there is no way to shut them off site wide so, you would need to turn them off manually. 

To do that, you would need to go to Studio > Pages choose which page you want to turn it off (i.e. Homepage) from the drop down, click Settings > Cover and turn off the slider.
