I just tested the Public Feed (Outline) on this site and 'Loading' button is working fine. It's also working correctly when 'Infinite Scroll' is enabled.
The button uses JavaScript to load more content. So, if you have any JavaScript error on the page it will break the 'Loading' button's work.
