I seen a lot of features that were pending moved overnight to UNA 14 on Github and that were shown here as coming in 13. Are those things going to make it back over if able or we will be waiting for them on the UNA14 release?

It is very unlikely that something will be moved back.

In terms of content rating, I see you can rate the content for some areas especially timeline update, but where do you change the setting of what kind of content you want to see? Is that still being worked on or needs to be enabled somewhere?

You can set your content rating in Account > Settings > Content filter
