This is a very cool feature that was requested and is well needed by many operators. I was one of the Operators asking for this and I am glad it is now included.  It is not a bug.  when a member of your site has an issue you are able to "see" the same thing they can by "impersonating them" cool eh!

on many social network sites it is called "login as" or "impersonate".
