Invitation to a group/even can be sent anyone who can edit the group. If you want to allow someone to send invitations then you need to allow to edit group/even for him as well.
Also we can't allow anyone except group admins (or who can edit the group) to send invitations, Invitations can be sent only who can accept requests to join the group.
If you need other behaviour then you need to make custom modification or custom module.

Alex T⚜️ I would love to make a custom module or do it myself but my coding is next to none...aka I don't have that skill to know what to change and what to look for.
I feel that having other people be able to invite to an open group is not a big deal, as that's the whole point of allowing for the group to be open.
