You may set up the menu visibility for certain membership levels via the Studio->Naviagtion area. It would be much easier. See more details in our video here https://www.youtube.com/watch?v=DsIxHeQDR38

not this,my situation based on bxpersons table value e.g. ven flag field true, make menu items visible i say based on conditions programatically

I guess this is not a good idea, but you may review the isVisible and _isVisible methods of inc/classes/BxDolMenu.php class and then redeclare it with the adding of your check.
