allow dashes and make "+" optional in twilio. Everyone is going to type 1-555-555-1234.
Wrong phone number, allowed digits only and start from '+'

The "+" is useful to work with the Twilio integration. As the form with the Phone field contains the necessary warning I guess it is fine for now.
