Foreign Language Doesn't Display Correctly In Forum

The title doesn't display Vietnamese correctly,where there are marks like this Ê or Ơ etc...

Sorry, but from my side, these symbols are shown the same as in the post's body. As I may see on your current site - possible it requires an upgrade to the latest version.
