How to create a Welcome back page like the one used here on UNA.io?

Hello,

How to create a login (welcome back) page like the one used here on UNA.io welcoming back an existing user with this message: 'Welcome back! Come and check back often to stay connected with the webmasters community....'

I am using the Lucid Template. and this welcome back page doesn't show. Is there any specific setting for that?
