How to edit block via database?

In the past I used to know how to change block data via database, i.e., changing the title of the block or the data submitted using the "raw" block adding to a page.

The settings of the blocks can be corrected in the `sys_pages_blocks` table. But it's much better to edit the settings of the blocks via Pages app.

I was experimenting with an old backup of a site running 12.1.0 version, the blocks were not editable, like changing the block names.
