Idea: attach UNA licenses to the apps instead of UNA instance

Can you make the licenses for the power plan attached to each individual app instead of the UNA instance? I might want to use the marketplace app on a site by itself and the videos app on a completely different site. It would be like Amazon and then Youtube separately.
