in DNSBL how to block all but one country?

Is there a way to block all except one country without needing to block each country one by one? I tried

"zomgbl.spameatingmonkey.net. Everything is blacklisted, use it only if something is whitelisted!"

and then whitelist the one country, but then people can't join or log in.
