Is it safe to use the 13 beta now?
Is it safe to build a new site using 13 beta? Will I have any issues upgrading to stable later?

If this site will not require payments for some actions / levels / etc then you may start to build it right now to specify the look, member features etc. And then upgrade it and introduce the paid setups.
