Trouble

For some reason that I cannot understand why or how my locally installed UNA's site is down for maintenance when I haven't set it to maintenance status and I cannot even get in as an admin. Any ideas of how this happens and how to resolve it?

There is none.
Simply when I go to my link pacewebservices.live/membership it pops up with a page with this message Site is temporarily unavailable due to scheduled maintenance, please try again in a minute. After 24+ hours it still says this.
