If the app hasn't enable / disable menu then it isn't app and can't be deleted. So Dashboard / Settings / Page / Permissions etc are from this "unbreakable" set.
Wow... this is fascinating. I was able to fix the problem by turning off the Splash page. It turns out that when the Splash page is enabled I no longer had the option to disable my modules/apps. So weird. I turned off the Splash page and everything worked. Also, enabling the Splash page messed up the Header on all mobile devices. Hmmm....

I’m not sure what you mean. I downloaded it from the apps store and it’s a Facebook app. I just can’t delete it or disable it.

No, it was happening on all Third Party apps including FB, Twitter, Linkedin etc...
