In the Events module, there should be the option to invite all members or select membership levels. Also, there should be the option to limit the number of "Going" people who can get on the list by any membership level.

Very doubt option - in the sites with the paid memberships everyone will create the events for "reach" only :-)
These options could be available to admins only?
