How do I feature organizations? So they display under the Recommended Organizations

When you're on the view organization page like page/view-organization-profile?id=1 you need to click on the start button on the actions list like in the attached pic.
I meant recommend so it features on the home page block
So it is the same like for recommended profiles https://una.io/page/cmts-view?sys=bx_forum&id=5177&cmt_id=23701
Is that available for all users or just admin
It might be regulated via Permissions (System action "Feature") and via Navigation (open the Feature button for the necessary levels).
