I was wondering how I can limit file size for uploading photos

Yes, you're on the right way - in this settings box you may setup the following parameters:
Max File Size Limit(Mb)*
and
Max Files Limit*
but it's impossible to divide the Photos to the separate limits. It will relate to all files upload.
Is there any easy way to setup automatic resize of every photo that users upload?

Studio > Settings > Image width/height to resize before upload (0 - disable)
