Hello!
By default owner of the talk and Admin of the site can edit participant's list and if you totally remove the user from the site, he should be removed from the all talks with messages too.
Ability to prevent members to post the messages depends on their membership level, will be available during this week.

Yes, new ability is already in Github https://github.com/unaio/jot-client-una/issues/67 I plan to release it tomorrow.
