  Moderators need to be able to remove messages from a Shout Box. Moderators should be able to suspend, but not be able to suspend Admin.

  Hello!
  By default only talk's creator or admin can remove messages and also author of the message can remove the message (depends on settings)
  Moderators can not do this.
