UPDATE - the Messenger tables has the wrong encoding (utf8_general_ci) so I updated all of them to utf8mb4_unicode_ci. Waiting the answer from Tim Burleigh about the result.

  Apparently I have the same problem after reinstalling messenger after not having it for awhile. I have tried to figure it out in control panel with no success. Do you mind looking at it again LeonidS ?

  Your Messenger tables have the proper encoding. Please continue the emoji check which I mentioned in Messenger.
