I may have figured it out with the help of Alex T... the menu you're actually looking for is the "Notifications" menu, just below the "Account Popup" menu in the "Navigation" module.  See the attached images.  I hope that helps! Alex T said the "Account Popup" menu is a pseudo menu which is why you can't make the changes there.
