I was thinking the default pages cover that are set in the designer app. And when people upload their own cover, the link and promotion goes away.

  Profile link still works on the profile's avatar. So you may add the RAW block with the Javascript code on the profile page, which will grab the ULR from the a link with .bx-base-pofile-cover-thumb CSS class and attach it to the h1.bx-def-unit-info or other necessary place there.
