How do you expect it to behave in case of page blocks of a different height?
Usually a content for swiping is having the same height. Page blocks obviously will not be having the same height, which means that upon swiping the blocks below that "horizontal swiping block" are going to move up and down which is not a good user experience. Or do you think it is ok?-

Yes, as I already mentioned there is no problem in showing swipable content posts when the entires are all of the same height.
Our concern was that you want the blocks themselves to be swipable and the blocks always do have a variable height.
In case you're ok to have just a swipable block of quick links with blocks showing in a popup - this could work. -
Yes I'm ok with swipable blocks of quick links with blocks showing in a pop-up. Please add option to have admin add picture placeholder in block also
